2025 National Health Insurance Forum — The Future and Direction of Taiwan’s NHI
In response to Taiwan’s rapid transition toward a super-aged society and the increasing pressures on the National Health Insurance (NHI) system’s finances and structural reforms, the Tainan City National Cheng Kung University (NCKU) College of Medicine Alumni Association will host the “National Health Insurance Forum: The Future and Direction of NHI” on Sunday, November 9, 2025, at the Third Lecture Hall of NCKU College of Medicine.
This forum aims to bring together distinguished experts and leaders from government, academia, and industry to engage in a comprehensive dialogue on Taiwan’s NHI policy design, institutional framework, and practical implementation. The goal is to generate insightful perspectives that will contribute to the sustainable development of the NHI and shape the blueprint for a “Healthy Taiwan.”
Following the forum, a tea reception will be held at the Residence of Professor Kun-Yen, offering participants an opportunity for informal networking and exchange.
Distinguished Speakers — Addressing the Challenges of Aging and System Innovation
Hosted by the Tainan City NCKU College of Medicine Alumni Association, and co-organized by the Tainan City Medical Association, this forum features several highly respected speakers recognized for their significant contributions to healthcare policy and practice. They will share their frontline experience and reflections on Taiwan’s health insurance system.

Prof. Lee Po-Chang (Chair Professor, College of Public Health, Taipei Medical University; Former Director-General, National Health Insurance Administration)
Topic: “Facing Human Nature, Practicing Pragmatic Reform — Rethinking the Pain Points of Taiwan’s Healthcare System”
Prof. Lee will share his insights and experiences from his tenure as NHIA Director-General, including initiatives such as the NHI MediCloud integration, hierarchical medical care, and violation management mechanisms. His talk will address key issues such as the NHI point system, payment structures, co-payment reforms, coverage for genetic testing, chronic disease management, and workforce imbalance. He will also discuss the ethical foundations and long-term values behind system reforms, drawing from his humanitarian work in organ donation and kidney transplantation. -
Director-General Chen Liang-Yu (National Health Insurance Administration, Ministry of Health and Welfare)
Topic: “NHI at 30: Challenges and Prospects”
Director Chen will highlight four major directions for reform:-
Diversifying NHI financing, including reforming supplemental premiums to address fiscal challenges amid a super-aged, low-birthrate society.

Improving the work environment for healthcare professionals, ensuring sustainability through fair compensation and retention measures.

Enhancing chronic disease and cancer care, including the NT$10 billion Cancer Drug Fund and the “888 Chronic Disease Program”, promoting integrated, holistic care.

Driving digital transformation, establishing next-generation digital health platforms for safer, smarter, and more personalized healthcare delivery.

Dr. Lai Chun-Liang (President, Tainan City Medical Association)
Topic: “Comparing Taiwan and Japan’s Health Insurance Systems from a Primary Care Perspective”
Dr. Lai will analyze key differences and similarities between Taiwan and Japan in terms of funding sources, freedom of medical choice, referral systems, cloud-based digital health, cancer screening, and preventive healthcare policies—offering valuable international insights for Taiwan’s NHI reform and inspiring new directions for institutional innovation. -
Prof. Chen Chih-Hung (Honorary Professor; National Policy Advisor)
Topic: “The Vision and Development of a Healthy Taiwan”
Prof. Chen will present a forward-looking vision based on health promotion, intergenerational equity, system resilience, and public investment, proposing strategies that integrate technological innovation, data governance, and social capital to build a sustainable, people-centered NHI system.
