Background
Aiming to become a platform for exchanging various opinions, and leveraging the role of a government think tank, to assist in the implementation of health policies.
In recent years, the domestic healthcare environment has faced significant challenges, such as tight financial constraints on the national health insurance, a shortage of healthcare professionals, and unequal distribution of medical resources. These issues have raised concerns about the physical and mental well-being of the population. Additionally, the arrival of an aging society has compelled our country to urgently establish a long-term and effective long-term care system to facilitate national social development.
To actively participate in research related to health policy and healthcare, Taipei Medical University has established the Health and Welfare Policy Research Center. The center aims to serve as a platform for exchanging various opinions, functioning as a government think tank, and assisting in the implementation of health policies.
Operational Framework
Many health and welfare policies, being macro-level decisions that significantly impact the population, attract widespread attention. However, in the current situation, the formulation of many health and welfare policies in Taiwan is often the result of multi-party struggles and even political compromises. As a result, there is a lack of clear policy decision-making process and systematic research information to support the development of these policies.
Before and after policy implementation, there are numerous perspectives from industries, government, and academia. They look forward to having more specific policy research information provided and assistance in integration. Policy agencies or collaborating execution organizations mostly encounter challenges in the practical work areas during the policy implementation process. Therefore, the center provides a systematic problem-solving and implementation approach based on the following framework, combining internal and external teams, to engage in research on health and welfare policy-related issues.
