[Taipei Medical University Health Policy Center Holds Gender Equality Forum – Cross-Disciplinary Dialogue on MeToo Cases]

Taipei Medical University Health Policy Center will host a forum titled “MeToo Series Forum – Cross-Disciplinary Dialogue” on August 22. The forum will focus on the professional roles and challenges in handling sexual assault cases within the judicial process. Dr. Lee Po-Chang, former Director-General of the National Health Insurance Administration and current Director of Taipei Medical University Health Policy Center, emphasized that the forum aims to delve into the collaboration, division of labor, challenges among different professional roles involved in sexual assault cases, and explore future policy reforms and recommendations.

The esteemed guests attending the forum include Dr. Max Wu, President of Taipei Medical University; Ms. Helen Huang, Chairperson of the Taiwan Counseling Psychologist Association; Dr. Yih-Hwa Chen, Dean of the College of Public Health at Taipei Medical University. Additionally, experts including Ms. Liang-Yu Chen, Director-General of the Mental Health Division of the Ministry of Health and Welfare; Ms. Yi Liu, Chief of the Sexual Assault Protection Division at Taipei City Family Violence and Sexual Assault Prevention Center; Judge Yu-Chen Lin from Taipei District Court; Counselor Chia-Wen Hsu from Rain Stops and Clears Psychological Counseling Clinic; Lawyer Huai-Ying Huang from Huang Law Office; and Social Worker Pei-Ju Wang from the Taoyuan Association of Professional Helpers, were invited to speak extensively on various aspects.

Dr. Lee Po-Chang highlighted that sexual assault is a critical social issue involving victims’ rights, legal justice, and social fairness. The participation of government agencies, judges, lawyers, social workers, and counseling psychologists in this issue is essential. These diverse professional roles play distinct yet indispensable parts in sexual assault cases, and their cooperation and coordination are crucial for case handling and supporting victims.

The forum delved into the division of labor among these professional roles in sexual assault cases. For example, judges play the role of impartial decision-makers in the judicial process, lawyers provide legal advice and defense for parties involved, and social workers and counseling psychologists offer their expertise to better understand the case, especially the psychological trauma experienced by victims. Ms. Liang-Yu Chen, Director-General of the Mental Health Division of the Ministry of Health and Welfare, discussed the psychological impact of sexual harassment in her presentation “After MeToo: The Psychological Impact of Sexual Harassment”. Ms. Yi Liu, Chief of the Sexual Assault Protection Division at Taipei City Family Violence and Sexual Assault Prevention Center, shared insights on “Police, Social Workers, and Prosecutors Collaborating: Addressing the Painful Matter Once”. Judge Yu-Chen Lin from Taipei District Court presented the challenges faced by sexual assault cases in judicial trials.

Dr. Lee Po-Chang noted that the goal of the forum is to promote better collaboration among professional roles and provide support and services to victims. Attendees shared their experiences and insights based on their expertise, discussing effective and fair solutions with the public. The forum aims to enhance coordination and elevation among professional roles to ensure that victims receive fair and just treatment throughout the judicial process.
