Moving Beyond 2025 – A Comprehensive Review of Long-term Care 2.0 after Six Years

The implementation of Long-term Care 2.0 has exceeded six years. Taipei Medical University’s Health and Welfare Policy Research Center, together with the Taiwan Home Care Service Strategy Alliance and other organizations, have jointly planned the “Moving Beyond 2025 – A Comprehensive Review of Long-term Care 2.0 after Six Years” forum. The first comprehensive review forum will be held on March 15th, inviting scholars and experts to participate.
Taiwan’s population is rapidly aging, and according to the Ministry of Health and Welfare’s estimate, by 2025, every 1 in 5 people will be aged 65 or older. The issues faced since the implementation of Long-term Care 2.0 and how to adjust and revise for the future, which will impact the next decade, are of great importance. Lee Bo-Chang, the director of Taipei Medical University’s Health and Welfare Policy Research Center, mentioned that the forum on March 15th will focus on four main themes: “Charting the Way Forward for Payment – Considering the Present and Ensuring the Future,” “Revolutionizing A-Team Case Management – Discussing Roles and Anticipating Support,” “Enhancing Human Resources – Striving for Quality and Sustainability,” and “Streamlining Medical Services – Emphasizing Integration and Achieving Collaboration.” These themes will primarily explore the payment criteria for long-term care, the role and support of community-integrated service centers, human resources and talent development mechanisms, and the connection between discharge preparation and long-term care services.
Director Lee emphasized that Long-term Care 2.0, which spans a decade, has reached its halfway point. The 2023 Long-term Care Forum begins with a comprehensive review of the first six years of Long-term Care 2.0, with the aim of stimulating discussion, inviting input from all sectors on current challenges and future directions, and reaching a consensus to provide a reference for Taiwan’s future long-term care policies.
